Tamamo seems like the most obvious answer, but it also seems like it might be too easy. In the third-person-in-the-room scenario, the murder was definitely premeditated even if things went a bit wrong, so why would Tamamo not have a weapon on her other than her mirror, which is very distinctive and points straight at her?
There's no evidence pointing to Joshua, but I did see him at the arcade last week--it looked like he was playing his own game and he was really not happy about what was in it. So if we're thinking that was the motive for choosing Nanami specifically as the victim... well, it's something, anyway.
